I may refer to Sir Matthew Nathan's 31214 Despatch No. 166 of the 20th July, 1905, mã more particularly
to the letter of the 17th February, 1905, which formed the first enclosure therain. The arguments there advanced against compulsory pilots and against the exclusive employment of Europeons as pilots still hold good.
